Interested parties are hereby notified that the U.S. Army Corps of Engineers, Portland District (USACE) finalized a Finding of No Significant Impact (FONSI) for the Tillamook South Jetty Repairs project in Tillamook County, Oregon on September 12, 2022. The draft Environmental Assessment (EA) went out for a 14-day public review period that ended on August 5, 2022. Only minor comments were received, and they were summarized and addressed in the final EA. The final EA and FONSI were prepared in accordance with the National Environmental Policy Act (NEPA), the Council on Environmental Quality’s NEPA regulations (40 C.F.R. parts 1500–1508), and the Corps’ NEPA regulations (33 C.F.R. part 230).
USACE will conduct critical repairs to the Tillamook South Jetty which will include placement of large stone to rebuild portions of the South Jetty head and trunk. Additional activities will include roadway improvements, construction of a temporary material offload facility (MOF) near Kincheloe Point, minor dredging to maintain barge access to the MOF, and utilization of upland staging and stockpiling areas.
Assessment of the Need for an Environmental Impact Statement: USACE has determined that the proposed action will not result in significant impacts to the human environment, and therefore an environmental impact statement (EIS) will not be prepared. The Final EA and Finding of No Significant Impact (FONSI) outline the resource areas evaluated, best management practices to minimize potential adverse effects, and measures to protect listed species, critical habitat, and cultural resources.
