Reissuance of Regional General Permit 6, with Modifications, for Bonneville Power Administration-Funded Habitat Improvement Projects within the Columbia River Basin in Oregon

The U.S. Army Corps of Engineers, Portland District is issuing this Special Public Notice to announce the reissuance of Regional General Permit (RGP) 6, with modifications, for Bonneville Power Administration (BPA)-funded habitat improvement projects within the Columbia River Basin in Oregon. The Portland District reissued RGP 6, with modifications, on September 8, 2023.

An RGP is a type of general Department of the Army permit issued on a regional basis to authorize a category or categories of activities that are substantially similar in nature and cause only minimal individual and cumulative environmental impacts. RGP 6 would facilitate the authorization of BPA-funded habitat improvement projects within the Columbia River Basin in Oregon. BPA funds these projects in fulfillment of its obligations under the Northwest Power and Conservation Council’s Columbia River Basin Fish and Wildlife Program and the various biological opinions issued to BPA under Section 7(a)(2) of the Endangered Species Act.

RGP 6 has been reissued, with modifications, to ensure authorized activities cause only minimal individual and cumulative environmental impacts and result in a net gain in aquatic resource functions and services.
