Corps to hold public interviews for Bradford Island Community Involvement Plan

On behalf of the United States Army Corps of Engineers (Corps) Portland District, Balcom Environmental Services, LLC (Balcom) has been contracted to provide Community Involvement support for the Bradford Island site, Cascade Locks, OR. The Corps would like your ideas on the best way to involve you and others interested in the Bradford Island, Cascade Locks, Oregon site. The Bradford Island site was recently listed on the National Priorities List (NPL) by the Environmental Protection Agency (EPA) and public engagement will continue through the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) process.

The Corps Portland District will be holding in person and virtual interviews from July 11, 2022, through August 11, 2022, and would like your input as part of the development of the Community Involvement Plan and your interest in the potential creation of a Community Advisory Group (CAG).  The Corps would like to find the best way for those interested to ask questions and provide input.

If you would like to set up an interview, please contact Linda Balcom via the phone number or email below.  The interviews can be set up to be conducted via telephone, teleconference, in person, or you can drop in at several different locations in around the Cascade Locks area during the week of July 11, 2022, through July 15, 2022. If you are interested in setting up a meeting in person, you may also visit with Corps representatives at the following locations and times throughout the week:

  • Tuesday July 12, 2022, 12:00 pm to 5 pm: Corps Bradford Island Visitor Center, Corps tent:  Star Route, Cascade Locks, OR 97014.
  • Wednesday July 13, 2022 11:30 to 2 pm: Cascade Locks, OR Library The Cascade Locks library is located within the Cascade Locks Elementary School at 300 WS NA Pa St. Cascade Locks, OR 97014.
  • Wednesday July 13, 2022, 1:00 to 5:00 pm: Stevenson, WA Library: 120 NW Vancouver Ave, Stevenson, WA 98648.
  • Thursday July 14, 2022, 1:00 pm to 5:00 pm, Hood River Library : 502 E State St, Hood River, OR 97031.

Background.  Bradford Island is located about three miles west of Cascade Locks, Oregon and 40 miles east of Portland, Oregon. Bradford Island is operated by the Corps and located within the Bonneville Dam complex on the Columbia River. Since 1998, the Corps has conducted studies to determine the nature and extent of the contamination and explore cleanup options. Clean-up activities to date were the  removal of electrical equipment and contaminated sediment from the river in 2002 and 2007, respectively. The EPA formally listed the site on the NPL on March 16, 2022.
