Sand Island Pile Dike Repairs

Clatsop County, Oregon, and Pacific County, Washington

The U.S. Army Corps of Engineers, Portland District (Corps) plans to repair its Sand Island Pile Dike System, which will fully restore the channel training functionality of the deteriorating pile dike system to stabilize the Mouth of the Columbia River (MCR), Lower Columbia River (LCR), and Chinook federal navigation channels (FNC) for commercial and recreational use.

Project Description
The Corps is proposing repairs to the existing Sand Island Pile Dike System, located near East and West Sand Islands, between river miles 4 and 7 in the Columbia River. Repairs are urgently needed and entail the removal of existing timber piles and subsequent replacement with steel pipe piles and enrockment. Marker piles will be placed to demark the enrockment for vessel safety. The functional repairs are anticipated to take a minimum of three construction seasons to complete and are estimated to take place between 2023 and 2025 or 2026.

Agency and Public Involvement
The Corps has prepared a draft EA for the proposed action in accordance with the Council on Environmental Quality’s National Environmental Policy Act (NEPA) regulations found at 40 CFR §1501.5(e) and the Corps NEPA Implementation Regulations found at 33 CFR §230.10. 

The Corps has made a preliminary determination that the effects of the proposed action would not be significant and that the preparation of an Environmental Impact Statement (EIS) is not warranted. Following public review, the Corps will make a final determination on whether to make a Finding of No Significant Impact (FONSI) or prepare an EIS.
