Portland’s Operation Blue Roof Call Center Activated to Support Florida Homeowners in Aftermath of Hurricane Milton

As Floridians begin recovering from Hurricane Milton, the U.S. Army Corps of Engineers (USACE) is activating its Operation Blue Roof call center in Portland, Oregon, to assist homeowners impacted by the storm.

The Operation Blue Roof program, managed by the USACE on behalf of the Federal Emergency Management Agency, offers homeowners free installation of fiber-reinforced sheeting to cover their damaged roofs. The temporary covering provides protection from the elements until more permanent repairs can be made.

Homeowners can first find out if they qualify by visiting this webpage. If eligible, homeowners may sign up here or call 888-ROOF-BLU (888-766-3258).

The Portland District headquarters became the permanent location for the Operation Blue Roof call center in 2022 following Hurricane Ian. Prior to that time, call centers were typically set up in the state impacted by the hurricane. To avoid competition for critical resources, the decision was made to relocate the call center to a permanent, out-of-state location.

This will be the second time the Portland call center has been activated. Following Hurricane Ian in 2022, the call center operated for over 40 days and answered more than 80,000 calls from Florida homeowners. Dozens of USACE employees will be staffing the call center which is expected to receive thousands of calls a day.
