A lattice work of rebar is exposed as contractors worked to drill holes into the concrete floor of the navigation lock for a new concrete sill. The rebar that was threaded through the concrete delayed progress as crews continually hit the rebar as they drilled holes to secure the new concrete sill. The crew's success rate of drilling holes to the needed depth hovered around 15% as they worked around the rebar.
