Corps of Engineers vs. Pineapple Express: Looking back on the 1996 Oregon Floods
A couple looks west across a flooded Willamette River in downtown Portland, Oregon on Feb. 8, 1996. The flooding was the result of an atmospheric river, and engineers and technicians at with the U.S. Army Corps of Engineers worked around the clock to manipulate more than 60 dams in the Columbia River system to minimize flooding.
