Workers place a precast arch culvert section at S.E. Tacoma Street at 21st Avenue, replacing the existing small culvert with a larger, natural-bottom culvert. The Corps and the Portland Bureau of Environmental Services are restoring a portion of Crystal Springs Creek to improve fish habitat and passage. The new culvert is a key element of the restoration effort.
