Colonel Larry “Dale” Caswell, Jr. assumed duties as the Commander and District Engineer of the Portland District, U.S. Army Corps of Engineers (USACE), on July 21, 2023. 

Caswell, a Charleston, West Virginia native, is a 1999 graduate from the United States Military Academy at West Point, New York. He holds a Master of Science in civil engineering from the University of Missouri-Rolla and a master’s degree in Strategic Studies from the U.S. Army War College.

Prior to his arrival at Portland District, he served as the Executive Director for Military Programs, Headquarters, USACE, and as the Program Integration Branch Chief for the Office of the Chief of Engineers on the Army Staff.

Caswell’s previous command assignments include Albuquerque District Commander, USACE; 937th Engineer Company, 8th Engineer Battalion Commander, Fort Cavazos, Texas; and, C Company, 16th Engineer Battalion Commander, Giessen, Germany.

Caswell’s key staff assignments include serving as the 555th Engineer Brigade Executive Officer, Joint Base Lewis-McCord, Washington; Officer Commanding and Senior Tactics Instructor for the Tactics Wing at the School of Military Engineering in Australia; 15th Engineer Battalion Operations Officer, Grafenwoehr Germany; Deputy Division Engineer, 1st Armored Division Brigade Battle Captain with the 18th Engineer Brigade, Bagram Air Base, Afghanistan. 

He deployed in support of Operation Iraqi Freedom, Operation Enduring Freedom, Operation New Dawn, the Southwest Border Crisis Response, and COVID Response. Caswell’s military awards and decorations include the Bronze Star, Afghanistan and Iraq Campaign Medals, and the Combat Action Badge.

Colonel Caswell is married to the former Erin Elizabeth Jacques. They have four children.
