Public Notice Emergency Procedures Related to December 2025 Flooding

The U.S. Army Corps of Engineers (USACE), Portland District is issuing this Public Notice to announce the approval of emergency procedures for emergency situations as a result of the December 2025 Flood Event that affected Oregon and Washington.  This public notice is updated from the March 25, 2026 version, which had an expiration of April 9, 2026.  No other changes were made.  The use of emergency procedures for activities in response to the December 2025 Flood Event now expire on August 9, 2026.hington.

2026 Monthly Federal-State Interagency Coordination and Pre-Application Kaizen Meetings

The U.S. Army Corps of Engineers, Portland District (Corps), the Oregon Department of State Lands (DSL), and the Oregon Department of Environmental Quality (DEQ) jointly welcome prospective Corps Regulatory Program and Oregon’s Removal-Fill permit applicants to meet with the agencies as part of regularly scheduled interagency preapplication meetings, known as “Kaizen.” The meetings supplement existing preapplication coordination led by the Corps, DSL and DEQ.
