Regulatory Public Notices

The U.S. Army Corps of Engineers regulates activities affecting wetlands and other waters of the United States under Section 10 of the Rivers and Harbors Act of 1899 and Section 404 of the Clean Water Act. Public involvement is central to this process, with input from agencies, tribes, organizations, and citizens helping ensure balanced, informed permit decisions that support development while protecting aquatic resources.

 

Using RRS for Public Notices

Click here to find Portland District Regulatory Public Notices. Once in the Regulatory Request System (RRS), choose the Public Notices button.  From there filter by state, District, and/or other keywords you choose.  After the filters update the page, you can view any active public notice that shows up in the list using the eye icon.  If you wish to comment on a specific public notice, commenting is available if you see the chat bubble icon.  Click on that icon and follow the prompts to submit a comment.

USACE announces new RRS module

The U.S. Army Corps of Engineers announce the launch of a new module on its Regulatory Request System (RRS) that allows users to self-verify that a pre-construction notification is not required for a proposed activity covered under a nationwide permit. This new module leads users through a series of questions about their proposed activity to determine whether notification to USACE is required. Questions are presented in a stepwise, sequential order, and if the information provided through the RRS results in a response that the proposed activity qualifies for an existing nationwide permit without a requirement to submit a pre-construction notification users will immediately be provided with correspondence. If the information provided results in the response that a pre-construction notification or other permit application may be required, the user is provided with the option to apply for a permit or preapplication meeting through the appropriate RRS application module.

RRS is a web-based platform designed to simplify the permitting process and enhance user experience. In addition to this new module, RRS enables users to submit permit applications, screen for activity-based no permit required actions and exemptions, request jurisdictional determinations, and schedule pre-application meetings, all through a user-friendly interface.
