The U.S. Army Corps of Engineers, Portland District (USACE) has conducted an environmental analysis in accordance with the National Environmental Policy Act (NEPA) of 1969, as amended. The U.S Moorings Facility is located on the west bank of the Willamette River in Multnomah County, Oregon within the City of Portland and provides a broad range of services in direct support of the USACE Navigation mission primarily in support of operations and maintenance of the USACE West Coast Dredge Fleet. The Final Environmental Assessment, dated 6 July 2026, evaluated the effects of the proposed action which includes replacing the buildings lost in a major fire at the U.S. Moorings Facility and other life, safety, and seismic upgrades to existing buildings.
