The U.S. Army Corps of Engineers, Portland District (USACE) announces the availability of the Final Environmental Assessment for The Dalles and John Day Mitigation Program and Finding of No Significant Impact. USACE has conducted an environmental analysis in accordance with the National Environmental Policy Act of 1969, as amended. Following publication of the Draft EA, the effects analysis for the Modified No Action Alternative (selected alternative) has been refined. The Draft EA concluded that the Modified No Action Alternative would result in “no effect”; however, upon further review, this determination did not fully disclose the potential environmental consequences. Accordingly, this Final EA expands the analysis of the Modified No Action Alternative to explicitly consider direct, indirect, and cumulative effects associated with continued operations. This refinement ensures the assessment is consistent with the regulatory requirements that were in effect when this most recent NEPA process started, and provides a more accurate, comprehensive disclosure of environmental consequences.
