Interested parties are hereby notified that the U.S. Army Corps of Engineers, Portland District (Corps) proposes to perform repairs to Baker Bay Pile Dikes 0.28 and 0.28 West in the Baker Bay Federal Navigation in Clatsop County, Oregon.
Project Description
The Corps is proposing to maintain Baker Bay Pile Dike 0.28 by repairing existing enrockment and reconnecting the dike to the shore of West Sand Island. A total of 486 timber piles will be removed and be replaced by enrockment which will include fish passage notches allowing for passage at varying water depths. At the shore of West Sand Island, the dune will be reinforced to prevent breeching during winter storms. Pile Dike 0.28 West will be reinforced with rock at the east and west ends of the pile dike. The Corps will install 12 steel marker piles as aids to navigation at Pile Dikes 0.28, 0.28 West, 0.56, 0.70 and 0.86. Installed piles will include anti-perching structures.
The Corps has prepared a draft Environmental Assessment for the proposed action in accordance with the Council on Environmental Quality’s National Environmental Policy Act (NEPA) regulations found at 40 CFR §1500-1508 and the Corps implementing regulations found at 33 CFR §230.10. The Corps has made a preliminary determination that the effects of the proposed action would not be significant, and that the preparation of an Environmental Impact Statement (EIS) is not warranted. Following public review, the Corps will make a final determination on whether to make a Finding of No Significant Impact (FONSI) or prepare an EIS.

Public Comment Period: The draft EA will be available for public comment for 15 days after the date of this public notice. The public comment period is intended to provide those interested in or affected by this action an opportunity to make their concerns or comments known.
