15-Day Notice

This Public Notice announces the Section 408 review of the Parcel WH1106003 Site Improvements. Portland District is reviewing the proposal to conduct grading activities at the WH1106003 parcel  along the Cowlitz River Levee in Longview, Washington. 

Alteration of a federally authorized project: This project proposes to conduct onsite grading improvements totaling less than 500 cubic yards to facilitate access in support of future salvage and wrecking operations; no import or export of material is proposed.  The proposal would improve existing entrance from Tennant Way frontage road and use excess onsite dredge spoils to widen roadway shoulders along Dike Road and Tennant Way frontage road.  In additional the proposal includes the placement of a series of eco-blocks and cabling along the widened shoulders to prevent unauthorized access. The proposed project may alter the Consolidated Diking Improvement District No. 1 Cowlitz River Levee, a federally authorized USACE civil works project, and therefore require authorization from the USACE, pursuant to 33 USC 408 (Section 408). Section 408 provides authority to the Secretary of the Army to grant permission for the alteration or modification of USACE federal civil works projects when, in the judgment of the Secretary, such alteration or modification will not be injurious to the public interest and will not impair the usefulness of the project.

Consideration of Comments: The USACE is soliciting comments specific to this project from the public, federal, state, and local agencies and officials, and other interested parties. Comments will be considered in determining whether it would be in the public interest to proceed with this action.

All comments received will become part of the official record and are subject to public release under the Freedom of Information Act including any personally identifiable information such as names, phone numbers, and addresses.
 
Comments: Interested parties may submit, in writing, any comments directed specifically to this proposal and not to other regulatory processes administered by the USACE or other government agencies pertaining to the Parcel WH1106003 Site Improvements

Comments should refer to PM-F- 0281-FY24 - Parcel WH1106003 Site Improvements and the date of this Public Notice (November 06, 2024) and be electronically submitted by the comment due date (November 21, 2024).
