The original agreements, signed in 2008, provided states and tribes more than $900 million to implement projects benefitting salmon, steelhead, and other fish and wildlife, and $50 million for Pacific lamprey passage improvements at federal dams on the Columbia and Snake rivers.

In the 1930's, people from Oakridge, Cottage Grove, Springfield, Eugene, Monroe, Albany, Salem and Portland were tired of flooding in the Willamette Valley. Oregonians demanded solutions to the frequent flooding, which severely impacted travel, accessibility to homes and businesses and damaged personal and public property. They convinced politicians to address the problem with infrastructure, and drove the authorization, funding and construction of the Willamette Valley system: 13 dams that mitigate flood damages by managing perennial flood risks. The U.S. Army Corps of Engineers developed this system from 1939-1969 and it has since provided immense benefits, especially with the valley’s continued, un-checked growth (by politicians, municipalities, developers, etc.) along the Willamette River.

COLUMBIA-SNAKE RIVERS, Ore. & Wash. -- Beginning Saturday, Sept. 15, recreational boaters can lock past U.S. Army Corps of Engineers dams on the lower Snake and Columbia rivers almost any time during daylight hours, according to Corps navigation planners. Commercial vessels will have precedence, and recreational vessels may be allowed to lock through with commercial craft at the discretion of the lockmaster.

On Sept. 10, 1957, the U.S. Army Corps of Engineers hopper dredge William T. Rossell received an award for a spotless two-year safety record. Hours later the Rossell was struck by a freighter. What followed was one of the most dramatic events in the history of the Coos Bay – the helicopter rescue of 15 sailors from the rapidly sinking vessel.

The Portland District, U.S. Army Corps of Engineers will increase releases from Fern Ridge Reservoir beginning Monday. Outflows from the dam will gradually increase for the next three weeks.
The Corps anticipates water levels in Fern Ridge will drop to 371 feet by September 10, 370.5 feet by September 17 and 369.5 feet by September 24. This will increase flows downstream by about half a foot each week at the Long Tom River gage at Monroe. In October, the Corps will continue to adjust flows to drawdown the reservoir for winter flood-season operations.

The U.S. Army Corps of Engineers’ Cougar Dam sits astride the South Fork of the McKenzie River, approximately 50 miles southeast of Eugene, Oregon. The dam has been blocking fish passage in the river since the Corps built it in the 1960s. Salmon numbers have plummeted in this watershed and, as a result, the Corps has worked to help by improve water temperatures and supply adult fish passage upstream of the dam. However, these actions haven’t addressed moving juvenile fish downstream of the dam – until now.

This summer, the U.S. Army Corps of Engineers and Washington Department of Ecology will battle an infestation of Eurasian watermilfoil, an invasive plant, in Rock Creek with an herbicide treatment. As part of a cooperative agreement with the Klickitat County Noxious Weed Board, contractors will treat the watermilfoil with an herbicide on two days between July 15 and August 31, and the Corps will temporarily close the recreation area.

The U.S. Army Corps of Engineers has completed its analysis of the public’s comments regarding the Corps’ proposed plan to provide downstream fish passage, including temperature control, at Detroit Dam and Lake. This report describes the public scoping process, provides analysis on comments collected, and concludes with a summary on how these comments will be incorporated into the project’s Environmental Impact Statement analysis. Public scoping is the process by which federal agencies solicit public input on the scope of issues and alternatives the agency should address in an EIS as a part of the National Environmental Policy Act.

The Corps is in the process of determining what happened to the oil. Although there is no evidence the oil went into the Columbia River, the Corps will continue to monitor the waters downstream of the dam.

For several months, Jeff Ament has been watching tension simmer along the banks of the North Santiam River, as it churns and empties its frustrations into the Willamette River as residents voice a mix of anxieties about a U.S. Army Corps of Engineers’ project at Detroit Dam.
The proposed project, a temperature control tower and fish collection facility, will provide temperature regulation and fish passage through the dam for endangered fish – and have impacts on residents throughout the watershed, from Sweet Home, Salem, Detroit and Albany.

Many times, the type of fish passage selected depends on the height of the dam, but there could be other factors involved. The U.S. Army Corps of Engineers will close the road on top of Foster Dam, Sweet Home, Oregon, to remove a large crane, Dec. 4-29. During this time, Foster Dam Road will be closed to all vehicle and pedestrian traffic.
For a time, the Corps used the crane and elevator system, which was innovative for its time, for adult fish collection and passage over Foster Dam; however, the equipment wasn’t fully successful in moving fish above the dam in an efficient manner. Corps biologists concluded there were better options.

The firm-fixed contract is for one year, with two consecutive option years, if exercised, in-order-to produce fall Chinook to aid in mitigation obligations for The Dalles and John Day dams.

The U.S. Army Corps of Engineer’s system of 13 dams and reservoirs in the Willamette River Basin’s primary purpose is flood risk management. However, Oregon residents benefit from reservoir water in a variety of other ways, including hydropower generation and recreation. The Corps is in the process of determining if a reallocation of water storage could grant municipal and industrial water supply, irrigation and fish and wildlife better access to the stored water.

Water levels at Big Cliff Reservoir will be lower Oct. 13-27 to allow the U.S. Army Corps of Engineers to conduct sediment sampling.
The Corps is collecting the sediment samples as part of a Remedial Investigation to determine the nature and extent of any contaminants in the immediate area. Corps employees discovered construction debris during an emergency reservoir drawdown in 2009 and have conducted several smaller sampling events since that time.

Desert Springs Trout Farm of Summer Lake, Oregon, was awarded a nearly $1.3 million contract by the U.S. Army Corps of Engineers to supply trout to offset the impacts of dams in the Willamette Valley, the agency announced today. Desert Springs has experience providing live fish to the state and delivering to water bodies throughout Oregon. They have worked with the Oregon Department of Fish and Wildlife in the past and are familiar with the state’s permitting process and standards for fish production.

When complete, the facility will support Portland District’s efforts to meet requirements of the 2008 Willamette Project biological opinions, issued by the U.S. Fish and Wildlife Service and the National Marine Fisheries Service.

The solar eclipse also cast a pall on local, state and federal agencies due to the expected massive influx of visitors to the area. PORTLAND, Ore. – On Aug. 21, a total solar eclipse will pass over several U.S. Army Corps of Engineers’ reservoirs and dams in western Oregon. The eclipse will cross the entire continent for the first time in 38 years, and people from all over the country will come to Oregon to witness this short-duration, yet impactful phenomenon.
While several sites will be prime viewing locations for the solar eclipse, Corps dams are critical federal facilities that will continue to operate as usual. All normal rules and regulations will remain in effect, and Corps operators may institute additional safety and security measures in anticipation of high visitation.

PORTLAND, Ore. – The U.S. Army Corps of Engineers is partnering with the City of Heppner to open Willow Creek Dam to the public on Aug. 21 from 8 to 11:30 a.m. for the chance to view a rare total solar eclipse at 99 percent totality.
Visitors are welcome to bring a chair and sit within designated areas on the dam to enjoy this rare solar eclipse. Solar eclipse viewing glasses will be available at no charge for the first 250 visitors.

That image, and the desire to do everything possible to keep it from becoming reality, was the backdrop for a recent inspection at Cougar Dam, May 24.

Water levels at Big Cliff Reservoir will be lower June 19 and 20 to allow the U.S. Army Corps of Engineers to conduct an archaeological survey.
The water drawdown will begin June 16 and reach approximately 1180 feet by 8 a.m. June 19. This is about two feet lower than typical low levels at Big Cliff. Corps regulators will hold the reservoir at that level until approximately 8 p.m., June 20.

This past winter, Oregon received plenty of precipitation and snowpack was more than 170 percent of its average in some areas, according to the National Resources Conservation Service. A drill crew will soon be on site at Cougar Dam, east of Eugene, Oregon, as the U.S. Army Corps of Engineers continues field investigation at some dams in the Willamette Valley.
The crews will also install instrumentation on the crest of Cougar Dam. The drilling and installation will require the eastbound lane across the dam to be closed intermittently. These closures will be from May 30 to June 13 between 7 a.m. to 6 p.m., reducing traffic to one lane.

Above average rainfall this spring has nearly filled the U.S. Army Corps of Engineers’ reservoirs in the Willamette Valley. Reservoirs are about 99 percent full as the region begins plans for summer recreation. Most reservoirs will follow the normal management schedule, however, some will experience early drawdowns: Hills Creek, Cougar and Blue River reservoirs.

The historical performance of dams in seismic events has been exceptionally good. Only one concrete dam in modern history has ever failed as the result of a seismic event, mainly due to the fault running directly beneath it. Generally, concrete dams have sustained only minor damage.

Foster Reservoir’s normal spring refill schedule has changed again this year to accommodate ongoing fish passage research. The reservoir’s summer elevation will also be slightly lower again this summer.
