Interested parties are hereby notified that the U.S. Army Corps of Engineers, Portland District (USACE) has drafted an Environmental Assessment (EA) for the construction of the Boardman City Water Facility Expansion. The draft EA is prepared in accordance with the National Environmental Policy Act (NEPA), the Council on Environmental Quality’s NEPA regulations (40 CFR §§ 1500–1508), and the Corps’ NEPA regulations (33 CFR Part 230). 

The Corps has developed this draft Environmental Assessment to evaluate the environmental impacts of this proposed construction at the city of Boardman’s existing water facility. The project requires review under applicable laws and regulations, including the National Environmental Policy Act (NEPA).

Assessment of the Need for an Environmental Impact Statement: USACE has determined that the Proposed Action is not likely to result in significant impacts on the human environment, and therefore an environmental impact statement (EIS) will not be prepared.

Public Comment Period:
The Draft EA will be made available for public comment for a 15-day period beginning October 7, 2021 and ending on October 22, 2021.  The public comment period is intended to provide those interested in or affected by this action an opportunity to make their concerns or comments known.

All comments, whether by conventional mail or email, must be received no later than the expiration date of this public notice to ensure consideration. Additionally, all comments received will become part of the administrative record and are subject to public release under the Freedom of Information Act, including any personally identifiable information such as name, phone numbers, and addresses. The Corps will respond to public comments in the final EA.
