Final Detroit Dam IRRM Pool Reduction FONSI & EA

Portland District Corps of Engineers
Published June 8, 2021

Interested parties are hereby notified that the U.S. Army Corps of Engineers, Portland District (USACE) has finalized a Finding of No Significant Impact (FONSI) for the Environmental Assessment of the Detroit Dam IRRM pool reduction, Detroit, Oregon. The EA and FONSI were prepared in accordance with the National Environmental Policy Act (NEPA), the Council on Environmental Quality’s NEPA regulations (40 CFR §§ 1500–1508), and the Corps’ NEPA regulations (33 CFR Part 230).

The Corps has developed this Environmental Assessment (EA) to evaluate the environmental impacts of this summer conservation pool restriction at Detroit Dam. The project requires review under applicable laws and regulations, including the National Environmental Policy Act (NEPA). The proposed pool restriction (Action Alternative) would begin 29 April 2021, after the Corps has completed the NEPA process, and continue until 7 September 2021 and recur annually until a permanent solution is developed, approximately 2 to 6 years.  The Corps is the lead federal agency for this EA.

Assessment of the Need for an Environmental Impact Statement: USACE has determined that the Proposed Action is not likely to result in significant impacts on the human environment, and therefore an environmental impact statement (EIS) will not be prepared. The FONSI is included with the final EA. The final EA also includes a summary of comments received on the Draft EA.
